In this skills application, you will practise end-to-end ML project planning by developing a project charter for an internal compliance chatbot at a financial services company. You will align stakeholders, define scope, milestones, roles and KPIs - then submit your work to compare against the expert solution.

Context
The organisation plans an ML-powered chatbot for internal compliance: answering common questions, pointing employees to policies and clarifying regulatory requirements. Goals include efficiency, reduced load on the compliance team and easier access across departments.
Success criteria
Your submission should:
- Present a clear project charter (stakeholder analysis, scope, objectives, timeline, milestones, roles, success metrics).

Instructions
Work through these steps (they map to a typical charter):
- Stakeholder analysis - Needs, concerns and priorities (compliance, HR, IT, end users).
- Project scope - Features (FAQs, policy pointers, escalation), primary objective, boundaries.
- Timeline and milestones - Phases (data, build, test, deploy), dependencies, at least three high-level milestones.
- Roles and responsibilities - Core team and how each contributes.
- Success metrics and KPIs - Three to four quantitative metrics with target values.
